The Assyrian name "Urarturi" is first attested in the time of Shulmanu-Asharid 1 (NC 1125-1096).
Tukulti-Ninurta 2 (OC 890-884) installed a governor, Amme-Baal over the region, having subjugated the Nairi tribes.
